The recent deterioration in civil liberties in EU members, along with the refugee crisis and the rise of populism call into question the EU’s willingness and ability to protect its values.
The fact that relatively new member-states such as Hungary and Poland lead the backlash against political freedoms and that accession candidates have slid back into authoritarianism questions the extent to which the accession process screens adequately for a commitment to EU values.
